New solutions for flood prevention must be found that relieve individual burden without increasing cost to taxpayers at the federal level. The proposed community process envisions scenarios for new development to shield low-lying areas with difficult to retrofit structures; pursue inter-jurisdictional resilience planning; design passive barriers for key waterfront infrastructure and transit entries; and provide visualizations of floodable retrofits and greenway linkages.
