MANAGING INCREASING HEAVY RAINFALL:
Learning to Live With Water: Prepare New Yorkers for a future with more water but less disruption from flooding, while also collectively setting new benchmarks for a more resilient and wetter future.
Integrating Green & Gray Infrastructure: Work together across all dimensions, gray and green infrastructure, among government agencies, and between government and the public to better manage heavy rain.
Improving & Expanding Natural Systems: Protect, expand, and maintain natural systems and their benefits on public and private properties to improve water management and reduce the negative impacts of flooding.
HOUSING MOBILITY:
What is “Housing Mobility?”: To reduce flooding risk in New York City by acquiring property and moving residents from flood-prone or related housing areas to safe and stable alternatives to affect the overall goal of reducing impacts from flooding.
We recommend using these principles to determine the parameters and best practices to inform the design of an equitable buyout program for New York City.
Principles for the program’s implementation:
- Voluntary & Well-Informed
- Community-Based & Neighborhood-Specific
- Housing-Centered & Housing-Focused:
- Equitable & Renter-Inclusive
- Environmentally Restorative & Integrated
- Permanent & Adaptable
