Her background includes significant roles at New York City Emergency Management in the Risk Analysis and Recovery Unit, where she contributed to updating the 2024 Hazard Mitigation Plan, and at the Port Authority’s Innovation Team, exploring emerging technologies for sustainable transportation. In her role at Rebuild by Design, Judy excels in the art of data storytelling and visual communication, using innovative tools like Mapbox and spatial analysis to transform complex climate data into accessible, compelling narratives that shift public perception and influence policy. Her research focuses on evaluating and enhancing climate policies related to the built environment, ranging from residential homes to critical infrastructure. She explores active legislation and creative funding sources for resilient infrastructure projects that offer multiple co-benefits, ensuring that high-risk populations and social vulnerabilities are prioritized in every initiative.
